The IPCC has been supervising the Metropolitan Police investigation to identify police officers who may have taken corrupt payments from the media, since July 2011. I wrote to DAC Akers on 8 July 2011 setting out the terms of our involvement and attach for your information a copy of the letter, which is also published on our website.
 
My letter made clear that I would review our level of involvement as and when officers were identified, and since that time we have received a number of referrals directly from the MPS Operation Elveden team, each of which has been considered on its merits and following consultation with the Crown Prosecution Service.
 
As part of the IPCC’s independent oversight one of our Senior Investigators meets regularly with the Operation Elveden Senior Investigating Officer and reviews the investigative strategies. We are kept fully updated on their lines of enquiry and have full access to all the documentation obtained by the enquiry.  Direction and control of the investigation – including operational decisions such as arrests – remains with the Metropolitan Police.  We are made aware of and review their strategies in advance of any arrests of police officers.
 
In the two recent cases in which the actions of identified police officers were referred, which resulted in the arrests of an MPS officer on 28 January and a Surrey officer on 11 February 2012, I decided that these cases would remain supervised, rather than be carried out independently by the IPCC. I took this view because the operation involved not only police officers but also individuals over whom the IPCC has either limited or no powers, and the cases involving police and non police personnel are inextricably linked.
 
The allegations of corrupt payments to police officers which began circulating in July 2011 raised very serious issues for public confidence in the police, hence the active oversight by the IPCC of this enquiry.
 
In relation to the non police officers who are under investigation, these are not, directly, a matter for the IPCC. I am aware that the Crown Prosecution Service, which is also independent of the police, is closely involved in advising on the wider investigation. Should any of your staff have concerns about the police action, the IPCC remains the oversight body to whom complaints can be made by those directly affected.
