IPCC announces new Commissioner appointments

The Home Office has today announced the appointment of two new operational Commissioners and two non-executive Commissioners to the Independent Police Complaints Commission (IPCC).

Carl Gumsley and Kathryn Stone have been appointed as full time operational Commissioners. These appointments will replace Deborah Glass and provide cover for Commissioners overseeing the Hillsborough investigation. Carl will be starting with the IPCC on 27 May and Kathryn on 7 July – both will be based in our Wakefield Office. David Bird and Sue Whelan-Tracy have been appointed as non-executive Commissioners and started on 7 April. All appointments are for an initial four year term.

"I am delighted to welcome the new Commissioners to the IPCC and am looking forward to working with them. This is a crucial time for the IPCC and for policing in general. All appointments are for a term of 4 years. A possible second term will be at the discretion of the Home Secretary.

All Commissioners are appointed by the Home Secretary. By law, no member of the Commission can have served as a police officer.

All Commissioners share responsibility for the work of the IPCC and together form its Board.

The Operational Commissioners (including the Deputy Chair) have responsibility for specific police forces as well as policing functions in HMRC, NCA and UKBA. As the public and independent face of the IPCC, they oversee investigations and specialise in a range of policy areas as well as working with statutory and non-statutory stakeholders to improve confidence in the complaints system.

Non-executive Commissioners have particular responsibility for providing objective oversight and accountability for the IPCC itself. They either chair or sit on the Commission’s Audit and Risk and Remuneration Committees. Non-executive Commissioners do not have operational responsibilities.

Biographies

Carl Gumsley has been serving as the Senior Magistrate (Resident Judge) and Coroner to the Falkland Islands since November 2011, having previously practised at the Criminal Bar from chambers in Newcastle upon Tyne. He was called to the Bar in 1989. As a barrister he both defended and prosecuted, being a CPS Level 4 Advocate and a member of the Rape Prosecutors’ Panel. In 2008 Carl was appointed as a Crown Court Recorder, assigned to the North Eastern Circuit.

Kathryn Stone OBE is currently the Commissioner for Victims and Survivors for Northern Ireland, responsible for victims of the Troubles and working to the Offices of the First and Deputy First Ministers She was for 11 years Chief Executive of Voice UK, a national charity working with the Ministry of Justice and the police to support people with learning disabilities and other vulnerable people in the criminal justice system. She is a member of the Ministerial Hate Crime Advisory Group and chaired the CPS Direct Hate Crime Scrutiny Panel.

David Bird is currently Residential and Customer Operations Director at E.ON UK, joining in 2009. He was previously Group Customer Service Director at National Express Group and prior to this had senior roles at Vodafone and Homebase. His early career was spent at BUPA and Marks and Spencer. He has 7 years' experience as a non-executive director at Frimley Park Foundation NHS Trust which finished in 2011, where he was also the chair of the audit committee, and was a committee member of the Department of Health's Foundation Trust Financing Committee for 4 years until 2009.

Sue Whelan- Tracy has a background in retail and corporate banking in the UK, Europe, the Caribbean and Australia. Most recently she was Marketing and Customer Engagement Director for Barclays. Since 2013 she has also been a Board member of JDRF, the world's leading type 1 diabetes medical research charity.
